EADS offers partnership to the Beijing municipality with high technology solutions for the Olympic GamesLithuania

This year, EADS is taking part for the first time in the China Police exhibition, held in Beijing from June 23rd to 26th 2004. The purpose of EADS’ 1 presence is to present its solutions in the field of integration of large systems and to demonstrate its expertise in security management for major events. Through the company’s appearance at China Police, EADS also confirms its intention to strengthen its presence in China and its objective in implementing a security system in Beijing, which will be used for the Olympic Games in 2008.

EADS is being represented by its Defence and Communications Systems (DCS) business unit, the EADS “Systems House”, and by EUROCOPTER, the world’s leading helicopter manufacturer.

What the company wishes to do is to help the Chinese authorities to define and implement their own security system. Our aim is to act as the federating body of the main European manufacturers, and encourage them to participate in this ambitious, innovative project in China,” states Patrick Jourdan, Chief Operating Officer of EADS Defence and Communications Systems.

EADS: A large systems approach to the security needs and management of major events

With its wealth of expertise in the two areas of security and defence, EADS can offer integrated solutions that will allow law-enforcement agencies to deal with the new challenges, with which they are confronted in the field of large events’ security. These solutions are based on integrated communication and information systems with the necessary platforms and means of implementation.

At China Police 2004, EADS underlines the particular benefits of choosing a global security architecture, as opposed to solutions consisting of several interconnected systems:

  • Interoperability between the various security forces: The organisation ofmajor events such as the Olympic Games calls for constant intercommunication between several thousands of representatives of numerous public services (fire brigade, police force) spread over dozens of different sites, in order to guarantee the security of all participants and the general public. The interoperability of the various networks is therefore one of the chief advantages of a global systems approach.
  • Within a global security architecture, it is possible to improve prevention, detection and response times, and thus optimise the efficiency of the decision-making process and security management in general.
  • Large-scale public events require the deployment of several levels of surveillance and communication, with control rooms situated at every strategic location (Olympic stadium, Olympic village, swimming pool, etc.), regional command centres, central command headquarters and government liaison offices, and central facilities for information and traffic management. All information must be sharable by all levels of the command structure. The information gathered by all types of sensors (video cameras, microphones, etc.) needs to be available simultaneously to every control room. The essential point is the ability to transmit information at the appropriate time to the right person, allowing the right decisions to be made. This is the concept of a “Common Operational Picture (COP)”.
  • The solutions provided for the co-ordination centres and control rooms enable the operators to accurately measure the extent and possible repercussions of a particular situation, and consequently deploy the appropriate resources to take whatever action is necessary.
  • Full integration of all resources, from satellite monitoring to land-based infrastructures, on a single platform.
  • The integration of existing surveillance and communication systems.
  • A network-centric architecture allows a distributed network of sensors (radar, cameras carried by unmanned air vehicles, etc.) to be linked to a variety of actuators (security systems), capable of being adapted to any possible situation.
  • Investment savings obtained by sharing the costs of the central system components among multiple users. The global system approach also offers the longer-term advantage of being able to use the infrastructure for other purposes after the Games are over.
  • Finally, a global security architecture also helps to guarantee perfectly reliable access to the system and service continuity. As well as allowing the continued use of existing systems, this type of solution also enables the continued utilisation of the new infrastructure after the event, thus providing a positive return on investment of lasting value.

EADS: A wide experience in the security of large events

EADS has developed a complete range of capabilities in communication and information systems enabling customers both in the domains of defence and public safety to successfully accomplish their respective missions.

  • In 1996, EADS provided security systems to police forces to in-sure the security of The G7 Summit In Lyon, France,
  • In 1998, during the World Football cup in France, the success of the French team was the most important event relayed by media, but in the same time the success for EADS was the reliability of the systems provided to the Police forces to secure the event,
  • In 1999, the Romanian Police forces used EADS security solutions to ensure the security of the visit of Pope John Paul II,
  • In 2000, civilian defence forces, fire brigades and emergency medical services of Czech Republic in Prague used EADS security solutions. During the International Monetary Fund summit meeting marked by violent street demonstrations, and a month earlier by the ravaging fire at the Prague brewery, police forces controlled those events with EADS security system,
  • In November 2002 : the NATO Summit in Prague,
  • In October 2002: In Mexico the APEC Summit,
  • In September 2002: the George W. Bush visit to Romania,
  • In 2003 during the Latest G8 summit in Evian (located at the French Border with Switzerland) both French and Swiss public safety forces used EADS security solutions to secure the event,
  • In 2003 the world Championships in Athletics,
  • Spectrum surveillance for the last five Olympic Games and the future Olympic Games in Athens,
  • In Kosovo, a wide area system ensures security for daily missions and peace keeping, used by different countries and forces (France, United Kingdom, Italy, Germany, NATO, UNO).

And, more recently:

  • 11th March 2004 in Madrid, Spain: terrorism attack where EADS’ Secure System has been intensively and successfully used to co-ordinate rescue operations,
  • On 22 May 2004, for the Royal wedding of future king Felipe VI in Madrid, Spain: due to the high risk of terrorist attack, only five weeks after the train attack in Madrid, outstanding security measures were implemented, using mainly EADS security system,
  • 6 June 2004: during the 60th anniversary of D Day on Normandy beaches, France, 13 000 members of the security forces and fire fighters use EADS system in order to ensure the security of this historical mega event welcoming, among other personalities, Mr. Georges W. Bush, Mr. Gerhard Schröder and Mr. Chirac, and many visitors and veterans.

EADS stand at China Police 2004

EADS has organised a number of demonstration exhibits based on security scenarios for the Olympic Games, to illustrate the extent of the company’s expertise and demonstrate the performance of its solutions. By selecting a range of security and information solutions suitable for deployment at any Olympic site – stadiums, Olympic village, airports, public transport, etc. – EADS has chosen to place a focus on the organisation of the chain of command at each of the different levels: venue level, central headquarters, and government administration. The simulation shows how each level of the hierarchy can benefit from the same sources of information, simultaneously, through the implementation of an integrated system that employs the same tools throughout the system.

The demonstrations also feature the entire set of tools integrated by EADS in these system architectures, including land-based and airborne sensors, mapping tools and 3D imaging systems, secure communication solutions and control centres.
